Windows Logon Notfier is a free portable tool that allows you to set & display a message in the logon screen of Windows 7/Vista.
How to use:
Just run the tool, type you desired title & message and click Add Message. Now everytime you restart your computer, the message will appear.
To remove the message, just click Remove Message.
