Type GPEDIT.MSC in start menu search box or run and press enter.

Navigate to:
User Configuration -> Administrative Templates -> Start Menu and Taskbar

Double-Click on Remove pinned programs from the Taskbar.

Select Enabled.

Click OK.
Now users will not be able to pin any program to the taskbar.
