Logon Screen is a free tool that allows you to change your logon screen's background from your desktop context menu in Windows 7.
How to use:

Download & install the tool.

Right-click on your Desktop & select Logon screen.

Click on Browse and browse for the image that you want to use as your logon screen's background.

Click on Apply. Now the selected image will be set as your logon screen's background.
